Beijing Statistical Yearbook is a large statistical book published continuously on a chronological basis. With a great deal of statistical data, this Yearbook gives a true reflection of the social and economic development and changes in Beijing over the past year. It serves as an important reference book for domestic and foreign personnel in all circles to understand and know Beijing.

I. Framework Structure
(I) Overall Structure
The overall structure of Beijing Statistical Yearbook remains basically stable. In color pages, main features and highlights about economic and social development of Beijing in this year have been presented with both illustration and pictures; statistical tables are the main part of this Yearbook, mainly including 23 chapters, i.e. General Survey; National Accounts; Population and Employment; Energy, Resources and Environmental Protection; Total Investment in Fixed Assets and Real Estate Development; Government Finance and Tax Revenues; Price Index; People’s Livelihood; Public Utilities; Agriculture and Rural Economy; Industry; Construction; Transport, Post and Telecommunication Service; Wholesale and Retail Trade, Accomodation and Restaurants; Foreign Trade; Tourism; Finance and Insurance; Education and Culture; Science and Technology; Health Care and Sports; Social Welfare, Community, Plicies & Laws and Others; Tertiary Industry; and Development Zones 23 chapters in total, reflecting the economic and social development situation across the city through multiple industries and fields.
(II) Structure of Chapters
Internal structure of chapters: Each chapter is composed of the Brief Introduction, Statistical Tables and Explanatory Notes to Main Statistical Indicators. Brief Introduction appears on the first page of each chapter, mainly introducing the main content, source of data, statistical scope, indicator standards, method of adjustment to historical data in each chapter; Explanatory Notes to Main Statistical Indicators come on the last page of each chapter, mainly giving a brief explanation to the main indicators and calculation method, etc. involved in the chapter; Statistical Tables are the core content of each chapter.
Arrangement of statistical tables: In each chapter, statistical tables are arranged for the purpose of reflecting the main conditions in the field. Generally speaking, historical statistical tables come before current year statistical tables.

II. How to Use
(I) Years
Conventionally, the year indicated in the book is the year of publication. The latest data indicated in the statistical tables in this Yearbook are data in the previous years. For example, this book is titled 2016 Bejing Statistical Yearbook, which means it will be published in 2016 while the lastest data in the book is by the end of 2015.
“Years” in the statistical tables are marked in three ways, each indicating a different meaning. Firstly, the statistical table is named “****** (AAAA- BBBB)”, which refers to that the data listed in the table are those from the year of AAAA to BBBB; Secondly, the statistical table contains no years, indicating that the data listed in the table are those of current year and last year; Thirdly, the statistical table is named “****** (AAAA)”, indicating that the data listed in the table are those of the year of AAAA.
(II) Symbols
Symbols in statistical tables include:
#: means that the item is included in the total. Grouped indicators marked with “#” are part of the total, while those without“#” mean that sum of inclded items equals to the total.
||: means that there are multiple ways of grouping the indicators.
…: means that the figure is less than the minimum measurement unit of the table.
Blank: mean that the figure is unknown or unavailable.
***: means that the figure is not disclosed for secrecy reasons.
(III) Explanations
Explanations include User Guide, Table of Contents, Brief Introduction, Explanatory Notes to Main Statistical Indicators and notes under the tables. User Guide appears before the Table of Contents, giving an introduction to the overall framework of this Yearbook, and explaining the main adjustments; Brief Introduction appears on the first page of each chapter, giving an introduction to the chapter’s main content, source of data, statistical scope, standards of indicators, adjustment method of historical data, etc; Notes under the statistical tables make an explanation on standard of some indicators, method and scope, etc.
(IV) Data
In general cases, the first tables in each chapter contain historical data of core indicators in the area or field. Generally speaking, historical data that are shown in one table continuously by year can be used continuously. But it is also necessary to refer to the notes under the table in order to have a full understanding of the connation of indicators; historical data that are shown in several tables indicate that there were major adjustments to relevant indicators, and they need to be reflected by sections.
In addition, some of the historical data in the latest yearbook may have been adjusted over data in previous yearbooks. Therefore, please refer to the latest yearbook when enquiring or using historical data.
(V) Electronic CD-ROM
Beijing Statistical Yearbook is provided with a CD-ROM, which containes Chinese and English versions of this Yearbook. The CD-ROM helps users in working with and processing the data.
(VI) The sum of some statistics or some relative numbers in this Yearbook might have certain calculation errors because of the choice of different units of measurement. All the statistics have not undergone mechanical adjustment.

III. About 2016 Beijing Statistical Yearbook
Compared with 2015 Beijing Statistical Yearbook, the following adjustments have been mainly made:
1. According to the use demand of data in recent years, a data table of “Information on Total Energy Consumption and Compositions” is added in the chapter of Energy and Environment and a data table of “Total Output Value of Strategic Emerging Industries of Industrial Enterprises” in the chapter of Industry.
2. According to the requirements on the reform of integration of urban and rural residents survey of the National Bureau of Statistics, data of urban and rural residents’ revenue and expenditure shall be issued in accordance with the new reform approach in 2015. Twelve data tables reflecting the revenue and expenditure of the residents in Beijing in the chapter of People’s Life. The former table form of revenue and expenditure data of urban and rural residents is revised and the data under old and new approach are linked up to ensure that the readers can use the data accurately, follwing the principle of data continuity.
3. Certain historical data, such as gross regional domestic product and total retail sales of consumer goods under same approach were revised in the 2015 Beijing Statistical Yearbook and part certain historical data in the chapter of Energy, Resources and Enviroment Protection under same approach were revised in the 2016 Beijing Statistical Yearbook in accordance with the results of the Third Economic Census to guarantee the comparability of data. The specific revised content includes: the energy output, total energy consumption, total energy consumption per 10,000 yuan of GDP and decrease rate of 2005-2012, the energy consumption structure, elasticity coefficient energy consumption, energy consumption per 10,000 yuan of GDP, per-capita energy consumption for living, daily consumption of main energy varieties of 2010-2012, etc.
4. In 2015, Miyun County and Yanqing County were removed and replaced by Miyun District and Yanqing District and the former administrative region of Miyun County and Yanqing County were replaced by the administrative region of Miyun District and Yanqing District in Beijing separately according to the approval of the State Council. Certain titles related to “Removal of County and Establishment of District” are specified and used uniformly in the Yearbook.
5. Continue to strengthen the text revision work of the Yearbook to make it easier for readers to understand the data changes. 1) To revise the content of the overview part of each chapter, comprehensively reflecting the data content, data sources, statistical standards and the historical changes of data and so on; 2) To timely revise or adjust the explanation part of the major indicators attached after the body text in each chapter according to the changes of indicators and the content of indicators of that very year and so on; 3) To pay attention to updating the content of notes under the tables, accurately reflecting the changes and adjustments of the data approach of that very year to make readers understand the data changes and accurately use the annual statistical data in different periods and different sectors.

EDITOR’S NOTES:

I. Guangdong Statistical Yearbook 2016 (hereinafter referred to as the Yearbook) is an annual statistical publication, which reflects comprehensively the economic and social development of Guangdong Province. It covers data for 2015 and key statistical data in some historically important years since 1978 at the provincial level and the local levels of city, county and district.
II. The Yearbook contains twenty-two chapters: 1. General Survey; 2. National Accounts; 3. Population; 4. Employment and Wages; 5. Investment in Fixed Assets; 6. Foreign Trade and Economic Cooperation ; 7. Energy, Resources and Environment ; 8. Government Finance, Banking and Insurance; 9. Price; 10. People’s Living Conditions; 11. Agriculture; 12. Industry; 13. Service Enterprises Above Designated Size;14.Construction; 15. Transport, Postal and Telecommunication Services; 16. Wholesale , Retail Trades and Tourism; 17. Hotels, Catering Services and Tourism; 18. Education, Science and Technology; 19 Culture and Sports. 20.Public Health, Social Welfare, Social Insurance and Others; 21. Main Economic Indicators of Economic Regions; 22. Main Economic Indicators of Counties (County-level Cities) and Districts. Meanwhile, four chapters are listed as appendices: 1. Main Statistical Indicators of Some Provinces and Municipalities; 2. Main Statistics of Hong Kong and Macao Special Administrative Regions; 3. Main Statistical Indicators of Taiwan Province; 4. Main Statistics of Some Countries and Territories. To facilitate readers, the Brief Introduction at the beginning of each chapter provides a summary of the main contents of the chapter, data sources, statistical scope, statistical methods and historical changes. At the end of each chapter, Explanatory Notes on Main Statistical Indicators are included.
III. The data in the Yearbook are mainly obtained from regular statistical reports and sample surveys conducted by the statistical bureaus of all levels of government and the Survey Office of the National Bureau of Statistics in Guangdong. Some data are collected from the departments of the central government and the provincial government. Data in the appendices are compiled from statistical publications published by the National Bureau of Statistics and other sources.
IV. The pearl river delta, east wing, west wing and mountainous areas in the Yearbook are divided as following:
The pearl river delta include Guangzhou, Shenzhen, Zhuhai, Foshan, Jiangmen, Dongguan, Zhongshan, Huizhou and Zhaoqing.
The east wing includes Shantou, Shanwei, Chaozhou and Jieyang.
The west wing includes Zhanjiang, Maoming and Yangjiang.
The mountainous areas include Shaoguan, Heyuan, Meizhou, Qingyuan and Yunfu.
V. The units of measurement used in the Yearbook are internationally standard measurement units, except that the unit of cultivated land and sown areas uses”mu” with regard to the Chinese tradition.
VI. Please refer to the newly published version of the Yearbook for updated historical data.Statistical discrepancies on totals and relative figures due to rounding are not adjusted in the Yearbook.
VII. Notations used in the Yearbook:
“ … ” indicates that the figure is not large enough to be measured with the smallest unit in the table;
“ # ” indicates a major breakdown of the total;
“ blank space ” indicates that the data are unknown or are not available;
“ ① ” indicates footnotes at the end of the table.
VIII. In comparison with Guangdong Statistical Yearbook 2015,following revisions have been made in this new version in terms of the statistical contents and in editing: The tables about service enterprises above the designated size are taken out of the chapter of “General Survey” and formed a new chapter of “Service Enterprises Above Designated Size”; Contents are added reflecting the integrated urban and rural household survey on income and expenditure. Contents are added reflecting productive service industry. Contents are added reflecting e-commerce. Contents are added reflecting deposits and loans in financial institutions. Contents are added reflecting Basic Conditions of general budgetary revenue and expenditure by city. According to the new departmental reporting system, some professional contents and indicators have been adjusted.

As for changes ofstatistical ranges, the relevant data are adjusted and explained accordingly inthe present yearbook.

Ⅳ.The units of measurement used in this book are international standardmeasurement units issued by the state. Notations used in this yearbook, “(Blank)” indicates that the data are notavailable; or refers to numbers of minimum units or refers to numbers which arenot in detail.“#” indicatesthat the major items of the total.

III. About 2015 Beijing Statistical Yearbook

Compared with 2014 Beijing Statistical Yearbook, the following revisions have been made:

1. Relavant data has been timly updated according to results of the 3rd National Economic Census. GDP, retail sales of consumer goods, total energy consumption, internal R&D expenditures, etc. in 2013 have been updated as the data gained from the 3rd National Economic Census, of which retail sales of consumer goods from 2009 to 2012 have been revised according to consensus results.

2. Data not released in the 2014 yearbook due to the 3rd National Economic Census has been shown, which includes main indicators of micro-, small- and medium-sized enterprises above designated size, main indicators of non-public sectors of the economy above designated size, GDP by income approach, energy balance table, total energy consumption by sectors and consumption of main energy types in 2013.

3. Relevant indicators have been adjusted according to new standards for national sector classification and latest regulations on classifying the three industries. The data of national economic accounting and statistics on new emerging industries has been adjusted according to new sector standards. Historical data on GDP of the three industries from 1978 to 2012 has also been revised.

4. Information in statistical tables has been adjusted according to statistical method system. First, according to national statistic method system, statistical tables, such as Business Climate Index and Entrepreneur Confidence Index, were cancelled and Consumer Confidence Index in Beijing was moved to Chapter 14; second, with reference to the revision of sector institutions, Statistics on Family Planning was cancelled and adjustment has been made to indicators in statistical tables like Statistics on Adopting Institutions, Statistics for Divorce and Juvenile Criminal Cases and Basic Information on Undertakings for Disabled Persons. Third, some indicators have been added according to times characters. For example, in Main Indicators of Post and Telecommunication Service, “EMS” was changed as “Total amount of delivery businesses” and its calculation basis was changed from amount of EMS into total amount of delivery businesses in Beijing; in Amount of Transactions in Securities Market, indicator of “fund transaction” was added; in Added Value of Industries Above Designated Size, indicator of “manufacture and pressing of ferrous metals” was cancelled and indicator of “manufacture of railway locomotives, building of ships and boats, manufacture of air and spacecrafts and other transportation equipments” is added.

5. Enhancement of standard unification continues. In this year, great efforts have been made to give unified regulations toward data related to statistical grouping in this Yearbook. For example, in statistical tables with the three industries and sectors classified by cross-grouping, the data was uniformly adjusted to be classified by “industries, national economic sectors and key sectors”; data classified by central and regional government was uniformly adjusted to be grouped by “affiliation”; and data classified by domestic and foreign enterprises was uniformly adjusted to be grouped by “registration type”. Besides, regulations are continuouly made toward consistency and accuracy of Brief Introduction, Explanatory Notes on Statistical Indicators, notes under the table as well as english translation, etc.
